Non-governmental and private sector forum of Reducing Emission from Deforestation and Forest Degradation

The second forum was held on Tuesday 12 September 2017 at Hassan Osman Abdu-Elnour hall in forest national cooperation

Agenda

  • How to obtain funding for the implementation of the Sudan emission reduction mechanism
  • Capacity building on social safeguards under the umbrella of the emissions reduction program

How to obtain funding for the implementation of the Sudan emission reduction mechanism:

This is the second meeting for civil society organizations but the first for the private sector. But since the emission reduction program is concerned with natural resources protection and conservation in least developing countries, it is found that it is equally important to include the private sector in this platform where through this program funds could be recruited for rehabilitation of forest sector as it was exposed to alarming deterioration.

The green carbon fund is a global fund concerned with supporting projects dealing with impact of climate change and will continue to 2020. Many countries had already received funds and Sudan should actively seek similar funds. This could be facilitated through the assistance of UN organizations such as UNDP and FAO as accredited bodies with FNC acting as implementing bodies under the umbrella of emission reduction program.

The fund is also available for other sectors provided that governmental bodies are involved.

The starting step for getting the fund is through writing the proposal which to be filled within the template provide by the GCF.Civil society organizations (CSOs) have an important role in awareness raining concerned with reducing emission due to mismanagement of natural resources and also in capacity building of local communities in implementation of green projects such as afforestation projects.

The private sector's opportunity to invest in low carbon and non-wood products projects which could be both implemented through energy alternatives and forestry with participation of local communities. The emission reduction program has prepared several studies, including land use and land ownership studies, which provide the bases for investment projects. These studies have also provided information about the benefit sharing and how revenues are allocated for the different partners.

All the studies recommended the activating of the policies. IUCN has a big program and is working on establishing an office in Khartoum at the beginning of the coming year. It will work in the field of landscape and can finance projects through forests programs.

Safeguards:The emission reduction program has four basic elements, and social safeguard represents one of these elements as it is concerned with the precautions for reducing the negative impacts of climate and determining the expected negative impacts and how to avoid them. The social safeguards should accompany all stages of the project from design, implementation, evaluation and that which need consultations. The environmental and social impact assessments establish a system for social safeguards. Emissions measured should be reported.
